Access to Information and Protection of Privacy

On June 11, 2025, Alberta's Access to Information Act (ATIA) and Protection of Privacy Act (POPA) came into force, replacing the former Freedom of Information and Protection of Privacy (FOIP) Act. ATIA and POPA establish rules for accessing records held by public bodies and for protecting personal information.

Access to Information Act (ATIA)

The Access to Information Act provides individuals with the right to request access to records in the custody or control of the Town, subject to limited and specific exceptions established by legislation.

Under ATIA, you have the right to:

  • Request access to records held by the Town of Three Hills.
  • Access your own personal information held by the Town.
  • Request an independent review by the Office of the Information and Privacy Commissioner (OIPC) if you disagree with a decision made regarding your request.

To make a request, please complete the Access to Information Request Form, available here and submit it as instructed on the form.

Protection of Privacy Act (POPA)

The Protection of Privacy Act governs how the Town collects, uses, discloses, protects, and retains personal information.

Under POPA, you have the right to:

  • Know why your personal information is being collected.
  • Request correction of your personal information if it is inaccurate or incomplete.
  • Submit a complaint if you believe your personal information has been improperly collected, used, or disclosed.

The Town only collects personal information that is authorized by legislation and necessary to provide municipal programs and services and takes reasonable measures to protect it from unauthorized access, use, disclosure, or loss.

The Town is committed to protecting the privacy of personal information in its custody and control. Under the Protection of Privacy Act (POPA), the Town maintains a Privacy Management Program (PMP) to support responsible information handling, transparency, accountability, and compliance with legislative requirements.

The Town is currently finalizing its Privacy Management Program. This page will be updated once complete.

Under the Protection of Privacy Act (POPA), the Town is required to maintain and publish a directory of its Personal Information Banks (PIBs). This directory describes the personal information held by the Town, who it relates to, the authority for collecting it, and how the information is used and disclosed.

The Town's Personal Information Banks (PIB) Directory is currently under development and will be published once finalized.
